A server function is a small program that runs only when a request arrives, such as when you submit a form. Vercel runs such functions in data centres in several regions.
When you ask for your report, or submit a report in the earlier checks, a function at Vercel in Frankfurt processes your data. Data may reach the USA; the privacy notice has the details.
